When speaking of Victorian England or Habsburg Austria, we probably have an idea of what time area we speak of and what characteristics said entity has. However, these names were given based on the life of one monarch (or one line of direct descendents), and whilst the rapid Industrialisation and giant family owned empires match the given examples, it does not do so for every example, much less perfectly describe a start and end to a characteristic.

Wilhelmistic Germany does not start 1888, but rather 1890, with the deposition of Bismarck. If the topic of discussion is whether wilhelmistic Germany was successful, we cannot even set a timeframe to analyse, but need to first get an idea what 'successful' means, then look at when this level was reached.

It would be best were we to always give years in numbers or never use timeframes, but that outrules vague, general questions such as "Is society a detriment to any country?".

That said, I question the definition of a 'country' (if not autonomous), but that is a question for another time.
